‘Ethnic enclaves’ are raising concern all over the world, but can they be good for a city?

CALGARY — Khalil Karbani spent his teen years in an immigrant neighbourhood in London. Feeling isolated and marginalized, his friends drifted toward crime and gangs, and their undertow tugged at him.

Today, he lives in northeast Calgary, again in a community with a large immigrant population, but he’s a model of citizenship.
