In the clearest demonstration in more than a decade of the Canadian government's shifting immigration priorities, the Harper team is beefing up its "experience class" program in a bid to lure more people from all over the world to these wintry shores. But not just anyone.

As Immigration Minister Jason Kenny insisted in a statement earlier this month, "We should pick the best and the brightest - the ones most likely to succeed - and seek to attract them in what is increasingly a global marketplace for human capital."
