More foreign workers?

If employers are permitted, they often prefer to bring in workers from overseas rather than wait for the shortages to be met from within Canada. According to the Economic Council of Canada, the cases where gaps in the workforce have best been filled by resorting to importing foreign labour, however, are rare.

The same conclusions were reached more recently by Professors Alan Green of Queen's University and David Green of the University of British Columbia.
