That crackdown included 50 suspected war criminals and 1,400 hardened criminals sought by an immigration task force. However, there are tens of thousands of illegals working in the GTA’s construction trade — as many according to one source as 100,000 — paying taxes, even running businesses and many living in fear of deportation. For border officers trying to target the worst and most violent illegals, carpenters, roofers and labourers working on Toronto-area construction sites simply aren’t as high a priority.
